"How did XRI become part of OpenID 2.0?"

As far as I can tell, the only reasonable answer to this question would include the phrase "design by committee."

I'm in the process of building an OpenID relying party implementation. I'm seriously inclined to implement OpenID 1.1 and then go no further. OpenID 2.0 abandoned the KISS principle that made 1.1 so attractive.
